Why this isn't really a fair fight
ECCC and consumer apps are not competitors so much as different layers of the same system. When should you trust Environment Canada?
Always, for the high-stakes calls. Specifically:

When are weather apps perfectly fine?
For most of daily life. If you want to know whether to bring a jacket, when the rain might arrive this afternoon, or roughly how the week looks, a good consumer app is convenient and accurate enough within 48 hours. The Weather Network's radar is excellent, Apple Weather is frictionless on an iPhone, and both track the consensus closely on temperature and precipitation. The failure mode is not usually bad numbers — it is unwarranted confidence in the extended outlook and in hyperlocal precipitation timing.
It helps to remember that a modern consumer app and ECCC are not built from different physics. The app you check in the morning is, under the hood, largely re-presenting the output of the same national and international models ECCC uses, GEM included. So distrusting an app on principle makes little sense; the sensible posture is to know each tool's job. The app is your quick, convenient interface to a forecast. The Humidex, which combines temperature and humidity into a single "feels like" heat value, and the Canadian wind chill index, which expresses cold in frostbite-relevant terms, are both defined and issued by ECCC. Apps often show their own blended "feels like" number instead, which can differ from the official figure. During a heat warning or an extreme-cold warning, the number that actually triggers the alert — and the one you should quote to family or coworkers — is ECCC's, read from weather.gc.ca or the WeatherCAN app, not an app's approximation.
