Winter Storm Warning vs Watch vs Advisory: the full ladder
The National Weather Service has six winter products that matter, and they are issued in a fixed order. Here is what each one means, when it arrives and what it asks of you.
Winter alerts from the National Weather Service follow a ladder: a Watch when a storm is possible, a Warning when it is expected, and specialised warnings for blizzards, ice and sudden squalls. The names are similar and the phone buzz is identical, which is why "winter storm warning" and "winter weather warnings" draw well over 250,000 US searches a month. This is the ladder, rung by rung.
The order they arrive in
- Winter Storm Watch: issued 12 to 48 hours ahead when there is potential for warning-level snow, sleet or ice but the track, timing or amounts are still uncertain. A watch is the moment to move plans, fill the tank and check the medicine cabinet, because everything after it is faster.
- Winter Weather Advisory: the watch is downgraded to this when the storm will be a nuisance rather than a hazard: typically 2 to 5 inches of snow, light ice, or sleet under half an inch. Details in what a Winter Weather Advisory means.
- Winter Storm Warning: the watch is upgraded to this, usually 12 to 36 hours out, when heavy snow (commonly 6 inches or more in 12 hours or 8 in 24), heavy sleet (half an inch or more) or a damaging mix is expected. Travel will be difficult to impossible in places.
- Ice Storm Warning: a quarter inch or more of freezing rain accumulation. Ice is the most damaging winter hazard per unit: a quarter inch adds hundreds of pounds to power lines and takes down trees.
- Blizzard Warning: not about snow amount at all. It requires sustained winds or frequent gusts of 35 mph or more and falling or blowing snow reducing visibility to a quarter mile or less, for at least three hours. A blizzard warning with only 2 inches of snow is possible on the Plains.
- Snow Squall Warning: a short, intense burst, usually 30 to 60 minutes, with a sudden whiteout and flash-freeze on roads. Introduced nationally in 2018 and pushed to phones as a Wireless Emergency Alert because it causes multi-vehicle pileups on clear-looking days.
Why the thresholds move around the country
Every NWS forecast office sets its own warning criteria, agreed with local emergency managers. Six inches in 12 hours is common across the Northeast and Midwest; offices in the South warn at 3 or 4 inches because the region has fewer plows and less experience; mountain offices in Colorado and the Sierra warn at 8 or 12 inches at high elevations. The threshold is calibrated to impact, not to meteorology, which is the right way round: a warning is a statement about your day, not about the atmosphere.
What a warning does not tell you
A Winter Storm Warning gives a window and a range of totals. It does not tell you the hour snow starts at your street, whether the rain-snow line will sit north or south of you, or which side of the range you land on. Those are the questions the forecast models argue about, and they argue most in the 24 hours before the storm. Actions by rung
- Watch: decide now whether you will travel. Charge devices. Move outdoor items that ice will break.
- Advisory: leave early, slow down, expect delays. Keep an eye on whether it is upgraded.
- Warning: stay off the roads during the core of the storm if you can. If you must drive, carry blankets, water and a shovel; more people die in vehicles during winter storms than at home.
- Blizzard or Ice Storm Warning: assume outages. Fill bathtubs if you rely on a well pump; know where the generator exhaust goes.
- Snow Squall Warning: if you are driving, slow down before you reach the wall of snow, not inside it. Do not stop in a travel lane.
