The 'Cone of Uncertainty': What It Really Means

The most misunderstood graphic in hurricane season, decoded — including what it deliberately leaves out.

The cone of uncertainty shows the probable path of the center of a tropical storm or hurricane — not the size of the storm, and not where its dangers will reach. The National Hurricane Center (NHC) builds the cone so that the storm's center stays inside it roughly two-thirds of the time, based on the average forecast errors of the previous five years. Hazards routinely extend far outside it.

What exactly is the cone?

Each NHC forecast plots the predicted position of a storm's center at set times — 12, 24, 36 hours, and so on. Around each of those points is a circle sized to historical forecast error. Draw a smooth boundary enveloping all those circles and you get the cone: narrow near the current position (where confidence is high) and widening with time (where uncertainty grows). It is, quite literally, a picture of how much the forecast track could be off.

How does the NHC build it?

The cone's width is not arbitrary. The NHC sizes the circles using the actual track errors from the most recent five years of Atlantic and eastern Pacific forecasts. The circles are set so the center of the storm is expected to remain within the cone about 67% of the time. Because forecasts have improved over the decades, the cone has gradually gotten narrower — a direct reflection of better models and better data.

One consequence often missed: if the cone represents two-thirds of cases, then roughly one time in three the storm center tracks outside the cone entirely. Being just outside the cone is not being safe.

What the cone does NOT tell you

This is where most people go wrong. The cone is only about the track of the center. It says nothing about:

A large hurricane can spread damaging winds, flooding rain, and life-threatening storm surge hundreds of miles from its center — well beyond the edges of the cone. People on the "clean" side of the cone have been caught out by surge and inland flooding many times.

The cone says nothing about intensity

Two storms can have identical cones and completely different danger levels. The cone graphic is about position, not power. A weak tropical storm and a Category 4 hurricane could share the same-shaped cone, because the cone is built purely from historical track errors, not intensity forecasts. Intensity has its own, separate forecast — and forecasting rapid intensification remains one of the hardest problems in the field. Always read the storm's forecast category and the specific hazard messaging alongside the cone, never the cone alone.

Why forecasters say "don't focus on the skinny black line"

Inside the cone, the NHC draws a line connecting the forecast center points. It's tempting to read that line as "where the storm will go." Don't. The line is just the single best-estimate track, and the whole reason the cone exists is that the real track will almost certainly differ. Fixating on the line leads people to relax the moment it wobbles away from their town — even as the cone still covers them and the hazards reach further still.

Watches, warnings, and the cone

The cone is a planning tool, but your action decisions should come from official watches and warnings, which are tied to actual hazards, not the center track:

  • Hurricane Watch: hurricane conditions are possible within the specified area, typically issued 48 hours before the onset of tropical-storm-force winds.
  • Hurricane Warning: hurricane conditions are expected, typically issued 36 hours out — time to have preparations complete.
  • Storm Surge Watch/Warning: a separate product for the life-threatening rise of water, because surge often extends outside the cone.

A simple rule: watch means be ready, warning means act. And these can apply to you even if the black line points somewhere else.

The newer cone with inland warnings

Because so many deaths occur inland from flooding and wind — away from where the cone draws attention — the NHC introduced an experimental version of the cone graphic that overlays inland tropical storm and hurricane watches and warnings. The goal is to pull focus off the coastline and the center line and onto the full footprint of the threat.

How to use the cone with model comparison

The cone summarizes the NHC's official forecast, which itself blends guidance from multiple models. When those models — the American GFS, the European ECMWF, and others — agree closely on the track, the real-world uncertainty is smaller than the cone's fixed historical width suggests. When they diverge, the opposite is true.
