What Does “Chance of Rain” (POP) Mean on an Environment Canada Forecast?
The probability of precipitation is the most misread number in any Canadian forecast. Here's what ECCC's percentage actually measures — and what it doesn't.
On an Environment and Climate Change Canada (ECCC) forecast, the "chance of rain" — the probability of precipitation, or POP — is the chance that measurable precipitation (at least 0.2 mm of rain, or its frozen equivalent) falls on any single point in the forecast area during the stated period. A 40% POP means a 4-in-10 chance at your exact spot — not how heavy, how long, or how widely it will rain.
What exactly does the POP number measure?
ECCC's own glossary defines the probability of precipitation as "the chance that measurable precipitation will fall on any random point of the forecast region during the forecast period." Two words in that sentence do the heavy lifting.
Measurable means at least 0.2 mm of rain (or the water-equivalent in snow, ice pellets or freezing rain). A few stray spits that never reach 0.2 mm do not count. Any random point means the forecast is about your location, not the map as a whole. When a meteorologist says 30% for Calgary, they mean roughly a 3-in-10 chance that the rain gauge in your own back garden tips past 0.2 mm before the period ends.
POP folds two ingredients into one figure: the forecaster's confidence that precipitation will develop somewhere in the region, and the expected coverage of that precipitation across the region. High confidence over a small patch and lower confidence over a wide area can produce the same POP for different physical reasons.
How does ECCC calculate and word the POP?
ECCC expresses POP in 10% increments. It does not, however, print every value in the plain-language public forecast. In practice:
- 20% or less — precipitation is usually not mentioned at all; the forecast simply describes the sky ("a mix of sun and cloud").
- 30% to 70% — you see a worded "chance" or "risk," often with the percentage attached ("60 percent chance of showers").
- 80% or higher — precipitation is treated as expected and stated categorically ("rain," "periods of snow"), with no percentage, because a number would only understate a near-certainty.
By long-standing Canadian convention, ECCC also avoids a bare 50% in worded public forecasts: an even toss-up conveys no useful steer, so forecasters commit to 40% or 60% instead. That single quirk trips up a lot of newcomers who expect to see every round number.
What POP does not tell you
The most common mistake is reading POP as intensity or duration. It is neither.
- It does not say how much rain will fall — a 90% POP can deliver a 10-minute drizzle, while a 40% POP can hide a violent afternoon thunderstorm.
- It does not say how long it will rain.
- It does not mean rain over 40% of the map, nor rain for 40% of the day — both are myths.
For amount and timing, read the worded forecast and the hourly graph alongside the POP, and check for any rainfall warning (ECCC issues those on expected totals, typically around 25 mm in an hour or 50 mm in 24 hours, with thresholds that vary by region).

Is Canada's POP the same as the American "PoP"?
Not quite, and the difference matters if you cross the border. The US National Weather Service defines PoP as confidence multiplied by expected areal coverage (PoP = C × A). ECCC frames its number more directly as the probability at any single point. In everyday use the two behave similarly, but the American wording is why you will sometimes hear the (misleading) shorthand that PoP is "the share of the area that will get wet." Read whichever national agency you are actually in, using its own definition.
Where does the POP number come from — and why do apps disagree?
A POP is a forecaster's or a model's summary of an uncertain future, so different sources can quote different chances for the same afternoon. ECCC leans on its own GEM model (the GDPS global and RDPS/HRDPS regional systems); a weather app may be pulling ECMWF, the American GFS or Germany's ICON instead. When those models agree on a rainy set-up, the POP is trustworthy. When they diverge, the honest answer is "genuinely uncertain."

Treat POP as a betting line, not a promise. For a low-stakes errand, anything under 40% is a green light. For something you cannot easily reschedule — a wedding, a long drive, a day's hiking — combine the POP with the hourly timing, the expected amount, the confidence between models, and any active alerts. The percentage tells you how likely; the rest of the forecast tells you how much it will matter.
