Australian bushfire weather & fire danger ratings explained
What drives dangerous fire weather in Australia, how the AFDRS four-level rating works since 2022, and the difference between a rating, a warning and a total fire ban.
Australia's Fire Danger Ratings tell you how dangerous a fire would be if one started, based on the day's forecast weather and how dry the landscape is. Since September 2022 the national system (AFDRS) uses four levels — Moderate, High, Extreme and Catastrophic — plus days with no rating. Catastrophic is the top level, where the safest action is to leave early.
What is bushfire weather?
Dangerous fire weather comes from a combination of ingredients, not any single one. The classic recipe is hot, dry, windy air over a landscape that is already parched:
- High temperatures that dry out vegetation and pre-heat fuels.
- Low relative humidity — the drier the air, the more readily fuels ignite and burn.
- Strong winds that push a fire front forward and hurl embers kilometres ahead.
- Drought and fuel dryness — long dry spells leave more available fuel to burn.
The most dangerous moment is often a wind change. When a cold front sweeps through, the wind swings direction, and the long flank of a fire can suddenly become a wide, fast-moving front. Many of Australia's worst fire disasters turned deadly at exactly this moment.
What is the Australian Fire Danger Rating System (AFDRS)?
The AFDRS launched on 1 September 2022, replacing the older McArthur-based system and its six-tier scale. It was built to better reflect Australia's many vegetation types — grassland behaves very differently to forest or mallee-heath — using fuel-based fire behaviour models rather than a single index. The result is a simpler four-level public scale with clear action for each:

On days when the fire danger is very low, no rating is displayed at all. The rating is forecast a day ahead for each fire-weather district so people can plan.
How is the rating calculated?
Behind the four public levels, the Bureau of Meteorology and fire agencies run fire-behaviour models for eight broad fuel types (forest, grass, mallee-heath, and so on). These combine the forecast weather — temperature, humidity, wind speed and direction — with a measure of how dry the fuel is, including the Drought Factor, which tracks how much moisture the landscape has lost over recent weeks. The old system leaned heavily on the McArthur Forest Fire Danger Index (FFDI); the AFDRS blends several fuel-specific models to give a more realistic picture across Australia's varied country.
Fire Danger Rating, Fire Weather Warning and Total Fire Ban: what's the difference?
These three are easy to confuse but do different jobs:
- Fire Danger Rating — a daily forecast of how dangerous a fire would be. It is guidance for the public.
- Fire Weather Warning — issued by the Bureau of Meteorology when weather conditions are forecast to be dangerous (broadly at the Extreme and Catastrophic end).
- Total Fire Ban — a legal restriction declared by the relevant state fire authority that bans lighting fires in the open. Breaking one is an offence.
So the Bureau forecasts the weather and issues the Fire Weather Warning; the state fire agency (such as the NSW RFS, CFA, QFES or CFS) sets the Total Fire Ban and manages the response.
Why does the wind change matter so much?
Of all the ingredients, the passage of a cold front deserves special attention because it has driven so many Australian fire tragedies. Before the front, winds are often hot and from the north-west, driving a fire in one direction as a relatively narrow front. When the change arrives, the wind swings to the south-west — and the entire long, exposed eastern flank of the fire becomes a broad new fire front in an instant. A blaze that looked to be heading away from a town can, within minutes, become a wall of fire bearing down on it. The timing of that change is one of the most important things fire agencies and forecasters track on a bad day, and small errors in when it arrives have large consequences on the ground.
What should I do on a Catastrophic day?
On a Catastrophic-rated day, fire agencies are blunt: even a well-prepared, well-constructed home is not designed to withstand a fire in these conditions. Leaving high-risk bushland areas the night before or early in the morning — before any fire starts — is the safest option. Waiting to see smoke before deciding is the mistake that costs lives, because roads clog and radiant heat becomes lethal fast.
